The following quote from the NCAA Soccer Secretary – Rules Editor, Ken Andres, is provided as a reminder to officials about the use of Video Review:

Rule 5.7.3.1 permits video review for “Determining whether a goal has been scored.”

Video review can be used to assist the referee with two aspects to determine: 1. Whether the whole of the ball crossed over the goal line; and 2. Whether the whole of the ball crossed over the goal line before the expiration of time at the end of a period.
